You can visit quiet a few places in the North East of India without a special permit. Take a plane and fly from Delhi to Guwahati.
All of the state of Assam and Meghalaya is open for tourists. Take a helicopter ride to beautiful Shillong or take 3-4 hour bus trip. Cherrapunji is the wettest place in all of India and Shillong has very beautiful Khasi girls who will teach you to dance. In Assam please visit the Kaziranga National Park either by elephant or jeep. Remember that the Assam tea is the best in the world especcially if you do it like the Irish and spike the tea. Guwahati is nothing special but visit the Umananda Mandir. Boats leave from the Kachari ghats from 7 AM - 4 PM and it is a nice trip on the Brahmaputra river. There are many temples dedicated to Shiva around the river. This is a nice part of India and the many tribal people are very different in their outlook on politics and opinion of the federal government.
